Abstract:

In recent years, land policies and laws have basically been improved in line with the socialist-oriented market mechanism. The policies and laws encourage and support initially attracted a number of enterprises to invest in the agricultural sector and play an important role in transforming the production structure and enhancing the value of agricultural productions. However, the process of land accumulation and concentration has been still slow. The purposes of this paper are to provide solutions to promote the accumulation and consolidation of land for concentrated agricultural development, in large scale, industrialization and modernization of agriculture and rural areas through the assessment of effective models on land concentration and accumulation in some localities; and to propose measures to renovate and complete the land policies and laws as well as perfect the mechanism of creating land funds for agricultural development.
