Abstract:
Land registration result is the certificate and cadastral records. The certificate is considered the most legal deed to determine rights and obligations of land users to the state. Cadastral records and the certificate provide the most complete information for the state to strictly manage the land. Since Hoai Duc is a suburban district of Hanoi, land registration and certificate issue remain a complicated task. By the 31 of October, 2016, Hoai Duc have issued 34,491 residential land certificates to households and individuals, reaching the rate 84,53%. The parcels of land having not been granted with certificates are due to the different reasons: disputed ownership, the failure of land users to fulfill their financial obligations or their disagreement with current financial limit to land use right recognition, drawbacks of legal policies of land, cumbersome procedures. Some recommendations for releasing the above obstacles are improving legal policy, building more complete cadastral records, reforming administrative procedures, providing solutions to related competent authority in Hoai Duc district.
